 Background:

Accounting and Audit Board of Ethiopia (AABE) is a statutory body established by the Council of Ministers’ Regulation no. 332/2014 based upon the Financial Reporting Proclamation 847/2014. AABE’s vision is to be an internationally recognized independent and effective regulatory body of the accountancy profession in Ethiopia. AABE’s mission is to support investment and protect the public interest by promoting high-quality financial reporting in Ethiopia through appropriate oversight of the accountancy profession in accordance with local laws and international standards. Proclamation No. 847/2014 also provides for the establishment of an institute that will oversee the development of the accountancy profession in Ethiopia.

To this effect. AABE has hired international consultants that help in the establishment of ICPAET and in enhancing the internal capacity of staff. The international consultant will also provide training to auditors of audit firms in Ethiopia on International Standards on Auditing.

As such AABE is about to engage local consultants in two areas. To deliver sustainable design for core functions as well as build internal Capacity. The second area is to look into the Establishment of the Institute of Certified Public Accountants of Ethiopia (ICPAET). As part of an ongoing transfer of Knowledge and Increase local capacity, AABE is hiring short-term experts in the following areas.

 Position:  Coordinator for the establishment of the Institute of Certified Public Accountants of Ethiopia (ICPAET)

Employment Type: Contract for 6 months.

Salary: As per the scale of government projects

Responsibilities:

General: Assist AABE and the International Consultant in the establishment of ICPAET as per the agreed timeline.

Specific responsibilities

  • Assist in the evaluation of all reports delivered by the consultant in accordance with the agreement.
  •  Assist with the review of Bylaws and constitution; prepared by the international consultant ICPAET and ensure that they are in line with international best practice and responding to IFAC requirements- Also included will be the legal framework for ICPAET specific to Ethiopia.
  • Assist on the evaluate a five-year strategic plan for the Institute prepared as per the countries and international context.
  • Assist with the engagement of stakeholders and policymakers and organize consultative forums as required
  • Perform other duties as assigned by the Director-General, including but not limited to the preparation of Articles for Media as well development of various TORs.

Job Requirements

Qualifications:

 Applicants for this position should possess the following qualifications:

  • Ph.D.  in Accounting, Finance and related with a minimum of ten years’ work experience five years of which is in teaching, training, consulting, and advising in accounting and finance in the recognized higher institute. Certification in ACCA and other similar qualifications are highly encouraged.
  • Experience in working on Capacity Building issues in the Public/Private sector.
  • Experience in curriculum development in accounting is a plus.
  • Good knowledge of local law framework regarding the education, business and taxation accounting, and auditing practice.
  • Excellent skills in Excel and able to access intranet are required. Good knowledge of other MS applications and working on accounting software is a plus.
  • Excellent coordination and interpersonal skills, experience working with multiple academic or training rendered in IFRS, IPSAS, and ISA is a plus.
  • Excellent verbal and written communication skills in English.
  • Creative, Liaising & handling clients and stakeholders well is a plus.
  • Ability to work under pressure, deal with multiple tasks, and respect deadlines.
  • Able to work with minimum supervision, independently, and manage time efficiently.

 Position: Financial Reporting and Monitoring Review Coordinator

Employment Type: Contract for 6 month

Salary: As per the scale of government projects

Responsibilities:

General: Assist AABE and the International Consultant in the successful delivery of the   ToR as per the agreed timeline.

Specific responsibilities

  • Assist in the evaluation of all reports submitted by the international consultant.
  • Assist in the preparation and evaluation of the Financial Reporting and Monitoring Manual specifically insures the incorporation of the local context by the international consultant.
  • Assist in the Preparation of templates and forms specifically insure the incorporation of the local context by the international consultant.
  • Assist in preparation, Training, and evaluation of the Selection criteria for firms to be reviewed, the rating system of review findings and aid conduct of  under the supervision of the consultant, practical review of some audit firms
  • Perform other duties as assigned by the Director-General, including but not limited to the preparation of Articles for Media as well development of various ToR’s.

Job Requirements

  • Bachelor’s degree in Accounting, Finance, and related plus have completed ACCA with a minimum of ten years of work experience in accounting, financial reporting preparation, training, consulting, and other related works.
  • Experience in IFRS, IPSAS implementation, and training is a plus.
  • Experience in financial report preparation and audit is mandatory.
  • Good knowledge of local law framework regarding business and taxation financial reporting and auditing practice.

  Position: Practice Review and Audit Quality Coordinator

Employment Type: Contract for 6 month

Salary: As per the scale of government projects

Responsibilities:

General: Assist AABE and the International Consultant in the successful delivery of the ToR as per the agreed timeline.

Specific responsibilities

  • Assist in the evaluation of tall reports submitted by the international consultant.
  • Assist in the preparation and evaluation of the Audit Practice Review Manual specifically insures the incorporation of the local context by the international consultant.
  • Assist in the Preparation of firm quality control review checklist of ISQC1 specifically insures the incorporation of the local context by the international consultant.
  • Assist in preparation, Training, and evaluation of the Selection criteria for firms to be reviewed, the rating system of review findings and aid conduct of  under the supervision of the consultant, practical review of some audit firms
  • Expected to travel 10% of her/his time
  • Perform other duties as assigned by the Director-General, including but not limited to the preparation of Articles for Media as well development of various ToR’s.
